Registration for the 2027 NDAA Prosecutor Advocacy Conference is now open!  

NDAA will build on a successful 119th Congress and 2026 conference by starting off on the right foot for the 120th Congress. We will share our Legislative Priorities for the 120th Congress in the upcoming months. Here are the strides made to date in the 119th Congress that we plan to continue to build upon in the Second Session: 

Prosecutor Hiring & Retention  

• Led efforts to inform NDAA members on the Public Service Loan Forgiveness re-organization by the U.S. Department of Education. NDAA was selected as an alternate for the Department’s Rulemaking Committee and a local rep from the 15th Circuit Solicitor’s Office (SC) was selected as a negotiator. NDAA worked to ensure protections for borrowers and to preserve the eligibility of local prosecutor offices. Ultimately the PSLF program has been re-stored to its original form. 
• NDAA also spear-headed the bi-partisan introduction of the Helping Improve Recruitment and Retention Efforts (HIRRE) Prosecutors Act in both chambers (S.3438/H.R.6666). The bill would establish a federal grant program to support the hiring, training, and retention of prosecutors and staff.

Victims of Crime Act (VOCA) Funding 

• The Crime Victims Fund Stabilization Act (CVFSA) was introduced in both chambers (H.R.909/S.1892). The bill passed the House with 328 co-sponsors, while the Senate version has 32 co-sponsors. NDAA continues to secure additional cosponsors working with local prosecutors.  
• NDAA called on prosecutors across the country in support of the CVFSA and stable VOCA funding, with over 1,000 signatories on a letter in support of the CVFSA. 

Combating the Opioid Crisis & Other Illicit Drugs  

• The HALT Fentanyl Act became law in 2025. The law permanently assigns fentanyl and analogues as Schedule I drugs, while still allowing for appropriate medical research to continue. 
• We are currently advocating for the Combating Illicit Xylazine Act, a bipartisan bill that would schedule the drug while still allowing for legal uses by veterinarians and other professions.

Curbing Retail Crime 

• The Combating Organized Retail Crime Act was introduced in both chambers (H.R.2853/S.1404). The House version currently has 207 co-sponsors, while the Senate version has 43 co-sponsors. NDAA has voiced its strong support of the bill and continues to secure additional cosponsors working with local prosecutors. 
• NDAA has testified twice in the 119th Congress on the importance of addressing organized retail crime and is advocating for the bill to become law before the end of this Congress.

Bolstering Online Child Safety  

• The TAKE IT DOWN Act became law (Pub. L. No.119-12) in May 2025. The law criminalizes the non-consensual sharing of real or AI-generated intimate images (all CSAM is non-consensual), mandates the removal of the imagery by online platforms within 48 hours, and strengthens protections against digital sexual exploitation and sextortion. NDAA signed on to a letter in support of the TAKE IT DOWN Act addressed to House Leadership.
• NDAA is advocating for the passage of a package of child safety bills called the James T. Woods Act. These bills would provide comprehensive support and protections to children that are threatened and/or exploited online.
