NDAA will build on a successful 119th Congress and 2026 conference by starting off on the right foot for the 120th Congress. We are happy share our Legislative Priorities for the 120th Congress! Please review the new priorities and don't miss out by registering below!

Prosecutor Recruitment & Retention  

• Staff hiring and retention remains a major issue in prosecutor offices around the country. 
• NDAA plans to update its Prosecutor Retention Survey to provide updated data directly from the field to illustrate the staffing difficulties we are seeing across the country.
• NDAA will re-introduce the Helping Improve Recruitment and Retention Efforts (HIRRE) Prosecutors Act in both chambers. The bill would establish a federal grant program to support the hiring, training, and retention of prosecutors and staff.

VOCA Funding & the Administration of Federal Grants

• Victims of Crime Act (VOCA) funding remains vital to supporting victims, victim advocates and support staff in prosecutor offices. The Crime Victims Fund remains dangerously low and needs immediate support. 
• The Crime Victims Fund Stabilization Act (CVFSA) will be re-introduced in both chambers and pushed heavily for early adoption. The bill would re-direct any unobligated funds from the False Claims Act to the CVF through FY2029.  
• In addition to VOCA funding NDAA wants to follow the on-going changes to federal grants, especially through the new OMB Federal Grant Compliance.

Combating Organized Retail Crime  

• Unfortunately, Organized Retail Crime continues to be a major issue in many counties, and an issue that is growing transnationally. 
• The Combating Organized Retail Crime Act was very close to becoming law last Congress, with additional advocacy we foresee it becoming law this Congress. 
• NDAA also plans to continue its coalition efforts with partners like RILA, and other advocates in the organized retail crime space.

Supporting Technology that Ensures Public Safety 

• Public safety reigns paramount for our members and for years technology has been leveraged to deter crime, catch bad actors, and support victims. As technology evolves NDAA will to be a leader on responsible usage and appropriate regulations for technology like automated license plate recognition (ALPR) technology and other public facing tools.  
• As policy discussions progress on ALPRs and other technology, NDAA will be the voice of America's prosecutors and ensure the rights and safety of the people is protected while achieving justice.  

Addressing Illicit Drugs in Our Communities 

• Drugs continue to plague our communities on multiple fronts and so we have multiple areas of focus. Permanently scheduling all Kratom products, addressing the lack of regulations around smoke/vape shops, and combating Xylazine are a few of our initial objectives.
