Beyond the Incident - Prosecuting Intimate Partner Stalking

Intimate partner stalking is rarely defined by a single incident.

It is revealed through a course of conduct that may include repeated contact, surveillance, protective order violations, digital intrusion, location tracking, third party involvement, threats, and other behavior that can appear insignificant when viewed on its own.

Prosecutors are often asked to make critical decisions before that pattern is fully visible. They must determine what belongs together, what the conduct means in context, what still needs to be investigated, and how changes in access, frequency, persistence, and technology affect the developing case.

The central prosecutorial challenge is recognizing the whole course of conduct and preserving its meaning through investigation, proof, charging, and trial. Beyond the Incident is designed to give prosecutors the frameworks, tools, and applied practice to do exactly that.

What You Will Do in This Program 

This program combines targeted instruction with practical application so participants can move beyond isolated incidents and into disciplined course of conduct analysis.

Throughout the program, you will

  • Identify when separate incidents form a meaningful and prosecutable stalking pattern
  • Analyze how context, repetition, timing, and offender behavior change the meaning of individual acts
  • Reconstruct the course of conduct across reports, witnesses, records, devices, and jurisdictions
  • Develop a coherent prosecution theory that connects conduct, intent, impact, and supporting evidence
  • Build corroborating proof that strengthens the case beyond reliance on any single witness
  • Evaluate charging and litigation strategies that preserve rather than fragment the stalking pattern
  • Translate a complex course of conduct into a clear and persuasive case a judge or jury can understand

Eligibility:

NDAA is committed to serving prosecutors and the professionals who support the prosecution function. Attendance is limited to prosecutors, investigators, victim advocates, witness coordinators, paralegals in local, state, tribal, federal, and military government attorneys' offices, law enforcement professionals, and other members of the multidisciplinary team who work in or closely with prosecution.

NDAA has reserved a limited block of rooms for conference attendees. The contracted rate is available for the nights of January 11, 12, and 13, 2027.

Reservation Deadline

Reservations should be made by 5:00 p.m. local hotel time on Friday, December 18, 2026.

After the deadline, the hotel may continue to offer the conference rate based on availability, but the rate is no longer guaranteed.

 

Extend Your Stay

The $199 conference rate may be available for up to three days before and after the contracted conference dates, based on hotel availability.

How do I request an accommodation?

When should I submit my accommodation request?

Whenever possible, please submit your request:

  • Virtual programs: At least three business days before the program.

  • In-person programs: At least two weeks before the program.

Advance notice gives us the best opportunity to arrange the necessary supports and services. If you need an accommodation closer to the program date, please contact us. We will make every reasonable effort to accommodate your request.

How do I cancel my registration or request a refund?

Please submit your cancellation and refund request in writing to training@ndaajustice.org.

Refund eligibility is based on when NDAA receives your written request, measured from the first day of the event:

Can someone attend in my place?

Yes. Substitutions are welcome at any time, and you can make the change yourself through the registration process.
