Securing a sample for chemical testing can be one of the most challenging aspects of a drug impaired driving investigation. While breath samples are ubiquitous and relatively easy to collect in alcohol impairment cases, getting a blood sample to test for the presence of drugs is much more complicated. It is a more invasive procedure, requires the cooperation of the suspect, and requires someone with special expertise to collect the sample. Where a suspect is not cooperative, it may also require a court order.

One solution to this problem is roadside oral fluid testing. While oral fluid may not be admissible in every state to prove whether a suspect had drugs on board or in what amount, it can still be a valuable tool in a drug impaired driving investigation. It can corroborate observations made by law enforcement officers during the investigation, it can provide direction on what drugs to test for if a blood sample is collected, and it can support a determination of probable cause to arrest, much like a preliminary breath test.

This webinar will introduce Kentucky's roadside oral fluid program and provide insight into how it has improved drug impaired driving investigations in that state. It will also discuss the instruments available, how they are best deployed in the field, and how it can contribute to an overall decline in impaired driving fatalities.
