NTLC welcomes new Director Stephen K. Talpins. Mr. Talpins previously served as an assistant state attorney in the Miami-Dade County, Florida, State Attorney’s Office for 12 years. During the past year, Mr. Talpins also served as the National Highway Traffic Safety Administration-National Association of Prosecutor Coordinators Fellow.

NTLC Welcomes New Director
NTLC has boldly expanded its scope of services, reaching out to partners in the law enforcement and forensics communities. Now, more than ever, the NTLC is recognized as the nation’s clearinghouse on impaired driving issues.
During the past four months, we fulfilled over 300 requests for assistance, published the long awaited monograph Prior Convictions and printed another Between the Lines newsletter. We are working on additional monographs covering topics including drug toxicology, breath testing, the Drug Evaluation and Classification (DEC) Program, child endangerment, and courtroom strategies.
We participated in Protecting Lives, Saving Futures courses in Baton Rouge, Louisiana, and Forsyth, Georgia. Thanks to Traffic Safety Resource Prosecutors (TSRP) Roxie Barrios and Fay McCormick, NTLC Program Assistant Jennifer Torre, and a terrific faculty, these courses were a great success.
We created a Yahoo Group for prosecutors and other law enforcement officers, toxicologists, traffic safety personnel, physicians, victim groups, coalitions and others committed to eradicating impaired driving. The forum’s purpose is to facilitate the multi-disciplinary exchange of information and ideas. The site has over 200 bookmarks providing links to various other agencies, associations, databases, clearinghouses, and resources.
