Prosecution Study Group for the 21st Century Convenes

APRI launched its groundbreaking work towards preparing the prosecution community for the new challenges of the 21st century. With support from the National Institute of Justice and the Charles G. Koch Charitable Foundation, APRI recently convened a select group to help set direction as we engage in the process of articulating the goals of prosecution, developing performance measures, supporting the profession in assuring accountability, and identifying priorities for future research.
Chaired by Professor Charles Wellford of the University of Maryland, participating Advisory Group members included Jerry Ellig, Federal Trade Commission; Lawrence Greenfeld, Director, Bureau of Justice Statistics; Stephen D. Mastrofski, George Mason University; Brian Forst, American University; Maurice McTigue, Mercatus Center, George Mason University; and Mark Moore, Harvard University. Also participating were Newman Flanagan, President, APRI; Edwin Meese, III, Heritage Foundation and member, APRI Board of Directors; representatives of the Bureau of Justice Statistics, Bureau of Justice Assistance and National Institute of Justice; University of South Carolina, and other contributors including APRI staff.
The Advisory Group considered alternative approaches to defining goals for the criminal justice system and the work of prosecutors. They also discussed traditional measures of prosecutor performance (e.g., case outcomes, time to disposition), as well as public perceptions of prosecutor performance (e.g., fairness).
Stay tuned for the results of the first Study Group meeting to be held at the National Academies, where General Meese will chair discussions among local prosecutors and senior federal and state officials to begin laying a foundation for promising prosecution practices for the 21st century.
