The National Strategy for Homeland Security and the Homeland Security Act of 2002 served to mobilize and organize our nation to secure the homeland from terrorist attacks. This exceedingly complex mission requires a focused effort from our entire society if we are to be successful. To this end, one primary reason for the establishment of the Department of Homeland Security was to provide the unifying core for the vast national network of organizations and institutions involved in efforts to secure our nation.

Homeland Security Program (HSP)

The American Prosecutors Research Institute (APRI), the research, development and technical assistance arm of the National District Attorneys Association, and the American Probation and Parole Association (APPA) have joined in a project to implement the 9/11 Commission’s key recommendation for incorporating criminal investigations and supervision in the homeland security process on the state and local level. This collaboration will train community corrections officers and prosecutors across the country in techniques for identifying potential terrorist or terrorist-supporting activities. It will ensure that the vast amount of data collected by community corrections agencies and prosecutors’ offices will be reviewed for terrorist implications and shared with appropriate law enforcement agencies such as multi-jurisdictional antiterrorism task forces and regional intelligence fusion centers.

The coordinated efforts of prosecutors and community corrections agencies can help build intelligence for the federal government by making connections between people and activities that might not otherwise be made. This is only possible by training prosecutors and probation and parole officers to identify terrorism-related precursor crimes, and by building collaborative information-sharing networks between prosecutors and community corrections agencies.
