Who We Are

The Homeland Security Program is a joint project between the American Prosecutors Research Institute (APRI) the research, development and technical assistance arm of the National District Attorneys Association and the American Probation and Parole Association (APPA). The Homeland Security Program proposes to implement the 9/11 Commission’s key recommendation for incorporating criminal investigations and supervision in the homeland security process on the state and local level. This collaboration will train community corrections officers and prosecutors across the country in techniques for identifying potential terrorist or terrorist-supporting activities. It will ensure that the vast amount of data collected by community corrections agencies and prosecutors’ offices will be reviewed for terrorist implications and shared with appropriate law enforcement agencies such as multi-jurisdictional antiterrorism task forces and regional intelligence fusion centers.

By training prosecutors and probation and parole officers to identify terrorism-related precursor crimes and by building collaborative information-sharing networks between prosecutors and community corrections agencies, prosecutors and community corrections can help build intelligence for the federal government -- making connections between people and activities that might not otherwise be made.
